Filter to Fix Broken Edge ?

This video had very poor resolution and quality. I tried to improve it. Applied some denoise filter . But Any How I was not able to improve blury or distorted edge of persons as you can see in pic. I even tried sharpen it. but is edge not getting as it should be.

Also, If you will notice the face of background lady, colors are not at proper. Is this possible to correct these things Using Avisynth or not?

If yes,

I want to know, Is there any avisynth filter or Vdub filter for correcting it?

I started using Avisynth like crazy since just last 10 days. And I dont have much technical knowledge of ripping. Please ignore it is too childish...

Thank you very much for response....... I am trying this right now .. But I am not able to get these two plugin 1. DeHalo_alpha2 and 2. SmoothTweak or SmoothAdjust.
