Help Finding a Freelance Video Encoder Pro

We have been going through nightmares in encoding a number of videos to H.264, trying to find the best balance of quality vs file size. I had been a user in these forums like 8 years ago (but couldn't find my account), used it enough to know that the best who understanding encoding are most likely here.

So I hope that I can find someone to do us this job of encoding these videos for us. We tried all the bells and whistles that we could (we ain't pros, so we didn't try a lot), so now are looking for professional help.

Nothing illegal here. All content to be encoded is perfectly legal and completely professional work.

Hopefully, I am not breaking any rules or taboos. If I am, I still hopeful you could direct me to the right path.

What is the format of your original source material?

What is the format of your original source material?
Some are Photo-JPEG at a data-rate of about 60 Mbps, others are at H.264 at a data rate of about 90 Mbps, some are 720p and some are 1080p. The target encoding size varies, some would be encoded to 720p while others to 480p. None have sound.
