Hi there.
As you 'll probably know, not all video cellphones can play all 3GP files. If the bitrate or fps is too high, the video will stutter on some phones, even if the resolution is the bog standard (for 3gp files) 176x144.
However, is there a bitrate and fps setting that will guarantee compatibility with all 3GP phones? You know, the lowest common denominator. Does the 3GP spec define this?
