These bands of colours appear on one frame what do you suggest i use?

I suggest you use an image host to host images. Also I suggest you read a thread that's still on the first page that also talks about banding in its title.

Mind you, my second suggestion is not at all helpful, but really there's no way anybody's going to be able to tell you what you need to know based just on that image. If it's seriously just one frame, just freezeframe the previous or the next and deal with the jitter.
