I need to remove this moving line i think i can achieve that with despot and descratch but so far i don't get how it works

Interesting challenge. If I were to attempt something, I'd use my editing program to do this. In Vegas, I'd generate a moving mask (a horizontal black line, the height of which would equal the height of the noise band). I'd then put the same video on a second track, but offset it by enough frames that unblemished video would be in the vertical position at which noise appears in the current frame. I'd then let the "good" offset video show through the mask. I'd feather the edges of the mask to blend the two.
At places in the video where there is little movement, the results should be pretty good.
I have not done much with masks in AVISynth, but those who understand better how to use MaskTools (or whatever masking plugin is more appropriate) could probably do roughly the same thing I describe above. You could either use the mask to permit a portion of the offset video to shine through (as I described above), or you could blend adjacent pixels in the existing frame, much as the VirtualDub "Delogo" filter does when used in its simple "repair" mode.

You could use logo filling techniques for this, the only addition is creating the masks. It can be done for sure.
Maybe inpaint?
Since there's vertical movement, there might even be enough to motion compensate. Again, it's tricky with the masks.
