How to find MPEG-2 keyframe in MPEG-TS?

I've parsed TS and get PES packets. What is the best way to find out if this PES packet is a keyframe or not?

mplayer somehow detects it and starts to decode only from keyframe.

random_access_flag should be set.

You should also parse the picture header in the MPEG-2 ES.
