I've got a clip that I'm sure was originally 25fps, then sped up to 29.97fps. Every 6 frames there are 3 interlaced. I've tried to apply a bobber in cunjunction with repal() to restore but I'm not satisfied with the result.
So I'm here to ask you for other ways of restoring the video to its original framerate. Thanks

Don't you know yet to post a sample? No one wants to guess what you have.
And PAL sources don't get speeded up to 29.97fps for conversion to NTSC. They usually stay the same length as the PAL source.

- Assuming it would be a plain speed-up, there would be no interlaced frames at all.
- Assuming it would be 25fps -> (field pulldown) -> 30fps, the frame pattern would be P-I-I-P-I-I-P-I-I-...
- Assuming the pattern is P-P-P-I-I-I-P-P-P-I-I-I-..., and assuming a field pulldown is present, then the base framerate would be 30/12*11 = 27.5fps
In respect to your description, none of these makes any sense. Can't tell you anything without a sample.

It's not field-blended so there's no need for RePAL or any unblender. Try this from TIVTC:
