Scenarist chapter format, need help.

Hi Everyone,
I am trying to manually add my chapters into a Scenarist BD I am authoring and I see it uses a different format to what I have, this is a sample of the format I have,
00:00:00.000
00:00:21.021
00:01:54.197
00:04:53.210
00:07:28.448
00:08:55.035
as you can see it is hours:minutes:seconds.milliseconds, this will not work in Scenarist, I need this, hours:minutes:seconds:frame, so my question is this, how can I take what I have and figure out the last 3 digits(milliseconds) to frame? my video is at 23.976, there has to be some kind of formula or something LOL.

ms/1000*fps=your number.
