Quality compression problem

Hello guys, im having a problem with a compression of a video in h264 with staxrip & Zarxgui,

The problem is that whenever I have a poor quality output, but use quality mode 1 (which should give a quality "lossless") but always noticed that the quality is not as good as it should

here is a sample of what my avisynth script and the resulting Q: 1

the problem is mainly in the blanket, it lose all the debanding

it lose all the debanding
if you output 10bit instead of the normal 8bit that shouldn't happen,... with 8bit use debanding during playback.
(only decoder atm that supports 10bit is the one from mainconcept)
+ there should be a bunch of posts in the forum about the whole banding topic :)
