Encode and convert FPS, or just set FPS in MKVMerge?

As title said, I can only set FPS in MKVMerge even if the source have another fps?
For example I have 23.976fps source and I want to be played at 25 fps.

If set fps in MKVMerge is enough will be this compatible with standalone HD media players? If I'm adding some 25fps audio will stay in sync?

I'm not sure having different FPS values for the container and stream is a good idea, since you can't really tell what different players will do in that case. Furthermore if you just set the FPS in the container and don't change the audio speed beforehand you are most likely going to get a desync.
