input bitrate equal to output bitrate, with resize

I was wondering since I had to re-size a video using the x264 codec would it go faster if I had the input bitrate equal to the output bitrate. The video is also in the x264 codec.

The lower the bitrate, the faster it goes (and gives lower quality). But other encoding settings are usually more significant. Use a fast preset and high bitrate if you are only encoding the video for viewing it once.

The bitrate of input video stream has (almost) nothing to do with encoding speed.
It all depends on how fast is your decoder that feeds the frames into x264.
One could assume that higher input bitrate (especially with H264 encoded material) means higher load for decoder but it's very general statement, nonetheless.
