Pad frames in front of an mpeg-2 stream?

Is there an easy way to pad extra black frames in front of a .m2v stream without recompressing the entire stream?

Create the M2V with the black frames followed by adding the original M2V to it?

Open them both in DGIndex and then File->Save Project and Demux Video to get the joined M2Vs.
