Encodes look fine in action scenes but have too many macroclocks in no-motion scenes

Hey,

I'm encoding a 60 min home video that was captured using Huffyuv. My goal is to fit the whole 60 mins onto one cd so I'm using a bit rate of 1400.

I've created several test runs using Nandub. My settings are pretty much exactly what the guide at doom9 suggests for 1-cd encodes so you have an idea of what all my parameters are.

What I've noticed is that all the scenes with a lot of action looks just fine. However, it's the scenes where there is no action that the picture has a lot of noticeable blocks, escpecially like on walls or any large area that is one single color.

Any suggestions of what parameters I can tweak or filters I can add that may elminate this?

temporal smoother might help a little, especially if it was a VHS tape.
You can try using the alternative curve compression and set the compression to something like low = 18 high =30. that might fix things.
lowering the resolution can kill some blocking.
