How do you blur selected frames in AVIsynth?

Let's say I wanted to blur selected frames to hide personal information, how would I go about doing this with AVIsynth?

If want to blur the complete frame, a simple Blur() will do. If you just want to blur a small part of the frame, some DeLogo filter might do the job.

Might just be easier to use aegis sub and create a object in aegis draw and then hardsub it when you encode.
Or you could try cropping off the info, but blurring in one area is kind of a pain to do, it is possible just sort of impracticable
