Which would yield the better quality video?

a) Converting a BD50 movie only using BD RB (x264) to a BD5.

or

b) Converting a DVD9 movie only using RB (CCE) to DVD5?

One of the factors that drove me to ask this question. Is that when converting BD50 to BD5 I have a 50% success. The failure being the BD5 freezes partially through the movie when plays.

That's going to depend on how and with what equipment you watch it, the quality of the DVD/BD transfers/encodes used as source material, etc, among other things, and instead of asking for the best/better you should state your intended goals and ask which scenario is more likely to meet your goals, but:

Obviously using CCE/DVD-RB, you're getting a standard-def output, whereas with x264/BD-RB, you're getting high-def output (if it's high-def input). Since x264 is so much more efficient than MPEG2, within the same amount of disc space you're going to have more actual picture information available if you encode high-def.

As for the failure rate, have you tried enabling strict AVCHD mode in the setup menu of BD-RB? Some players require this. Also, are you burning (and verifying) with reliable software such as ImgBurn to quality media at only the max (or less) than the burn rate for which the disc (and writer) is rated?
