Howto Transcode Losslessly?

Hi, let's say I have a MP4 video file encoded with H.264 video and MP3 audio.

If I want to convert the video to another codec/container, for instance .MPG container using MPEG-2 without loss in quality.

Is this even possible? Thanks.
