hi,
how do i convert mpg mp4 mkv divx files and burn them into a dvd that can be played by any dvd player. what softwares must i use to do so that gives me the best quality (without loss)

That's simply, re-rip your originals (those you used to convert into MPG, MP4 and/or DivX), since this is the only lossless way.

Many DVD players will play mpeg video without having to convert it. Usually if you burn an mpeg video to a DVD as a data disc a DVD player will read it and play it without a problem.
For converting video to DVD compliant mpeg, free programs such as AnyVideoConverter or Format Factory should do the job.
Are you sure all the players you'd want to play the video with don't play divx files?
If you really need to convert them to strictly DVD format, with DVD menus etc.... if you have Nero, and a version which includes Nero Vision, it does the job quite well. ConvertXtoDVD is also quite good, but it's not free either.

Quality really depends on the source video and it's duration etc.
If the video isn't long you should be able to tell a conversion program to use the maximum bitrate for DVD mpeg video and it'll still easily burn to a blank disc. If you're trying to convert a full movie and fit it on a single blank disc then you may have to sacrifice a bit of quality. I've not done a lot of converting to DVD format but I think the principle's the same as other formats. If you want to convert a video and keep it to a particular size then it's probably better to use conversion software which will do a 2 pass encode to distribute the bits where they're needed. Nero Vision will do a two pass encode. I'm not sure about either of those free programs I linked to.

Is there a law which says any video you have in MPG, MP4 and/or DivX format must have come from a DVD and you must have the original discs?
Come to think of it, if you have the original DVDs why would you want to convert them to DVDs when you've already got the original DVDs? And unless you get lucky and the ripped DVD already fits on a blank disc, you can't shrink it to fit losslessly.
