I have a few programs, whose audio is out of sync, is there a directshow filter which I can place inline of the graph to allow dynamic real-time adjustment of the audio delay so that I can get it to match the video?

Media Player Classic Home Cinema will do it on the fly by tapping the plus and minus keys on your keyboard. Is that the sort of thing you're after?
ffdshow has keyboard control which will do video delay.

You can install both by installing The Combined Community Codec Pack (http://www.cccp-project.net/)

What sort of format is the video in? Personally I prefer to re-mux the video and put the audio in sync if possible. I use VirtualDubMod for AVIs, MKVToolnix for MKVs and Yamb for MP4s. MKVToolnix will convert AVIs and MP4s etc to MKV so I tend to use it the most as it's easy to use and I just remux the video as MKV, but all of those programs will let you change the video delay.
