Expression PRO can't open H.264 file?

I have Expression "PRO". It is supposed to be able to encode to H.264. Odd thing is I have a MKV file and extracted the video from it and came out to be a <filename>.h264 file. When I try to add it to Expression 4 PRO it errors and the extact text is "An unknown error has occurred". Anyone know what's up? Odd if something can encode H.264 but can't open a H.264 file?

Some software cannot process elementary streams very well , I don't know if that's the case for this one

Why did you extract the video ?

If mkv doesn't work, try putting it into a different container e.g. ,m2ts with tsmuxer , .mp4 with yamb
