I am encoding videos twice, one for my computer (and my WD TV Live box) and one for my ipad.
Computer: HP@L4.0 640x272 crf 22
iPad: MP@L3.1 640x272 crf 22
My question is "Is it really worth it? Is there that much difference between HP@L4.0 and MP@L3.1?"

It's not worth it because
a) the iPad supports high profile, and
b) you can fit that resolution comfortably into level 3.1 even with 16 reference frames if you want to

At that resolution, CRF22 will probably never get to the MP@L3.1 bitrate limit, let alone HP.
Stick to HP@3.1. The iPad can play it just fine. Also, why the low resolution!? You should just keep full frame and do anamorphic encoding. I'm assuming DVD sources, of course..

Smaller Resolution to keep the file size smaller.
My ipad is only 32Gig.

Use full resolution and increase CRF, in my experience this gives better overall results until you hit like CRF 25 or 26.
You're using a very high resolution display! It's a pity to lose 50% of your source resolution before it even touches the encoder.
