If I install Nero Premium v7.10.1.0 with all possible plugins under Windows XP 32-bit, eac3to recognises and can use Nero's AC3 decoder. However if I install this very same version of Nero Premium under Windows 7 64-bit this is the message from eac3to after running the test:

eac3to (v3.24) is up to date
Nero Audio Decoder (Nero 6 or older) doesn't seem to be installed

CAUTION: You need Nero 7. Nero 8 won't work with eac3to.

Any ideas how to force eac3to to properly recognise Nero Audio Decoder under Windows 7?

You don't need Nero's AC3 decoder. libav works just the same. No "quality" difference. The only thing you would need a separate decoder for is for DTS-HDMA streams or the like using ArcSoft DTS Decoder.

^^ Exactly

Arcsoft gets you DTS-MA, but everything else works with built in libavcodec.
