What should I do to make it clean, smooth and less noise? Help me!

That screencap looks very low on detail. Denoising such a low detail video could end up making it look plasticky/waxy, but if you must here's some filter suggestions:

You might wanna think about applying some grain after denoising it too, to add some fake detail.

Looks to me like an youtube & co ripoff :) Are you sure it's a DVD (720x384 is not a valid resolution for DVDs)? For youtube there are several solutions here, just use search.

No no, I took that image after cropped and deinterlaced.
I'm sure it's a DVD. My friend help me encode it but don't tell me how to make it cleaner, smoother, ....

I took that image after cropped and deinterlaced.But your original post states the picture is from the VOB? People may come to the conclusion you are referring to the unprocessed source.
What does the original VOB look like? and what methods did you use to "crop and deinterlace"? or convert?
