O.k....some of us watch CSI and of course SOME of their "toys" have got to be legit. I've seen in many movies and belive it is viable..SW that can take a picture or video and using meta data and referencing near pixels enhance the picture. Is there any SW (not cmdline please) in the freeware realm to asssit in this?

Reason I ask. I have an old boat 3:00 video that was used as a brochure 13 years ago.

640x480
Video is 384 kbps
Audio is 94 kbps
Size is 10 megs in an AVi container

It needs color enhancements and it is blocky on fast moving and when you increase the size.

Any if possible help would be appreciated.

forget about the CSI BS... most of what you see doesnt exist and never will.
there is no possible way to add details to a source that has no details.
a deblocker will help removing blocks BUT will wash out most of the remaining details. you can also improve the colors with Levels() but it will never be the original.
avisynth is your friend, so ask a moderator to move this thread to the Avisynth usage forum. someone there may help improving your encode by reducing the artifacts or recalibrating colors.
