I have not been able to figure out how to do what seems like a simple video editing project. The image below is from a security tape. I have 360 hours. I'm trying to find motion in the video (i.e. objects moving into the scene)

I have the basic toolset virtualdub, virtualdubmod, avisynth, and various plugins. The plugin I think I should be using is mvtools. It seems that I should be able to look at the previous frame(s) and if there is not significant change the *flag* the scene as non-useful.
By *flag* I'd be happy with various outcomes. Happiest outcomes at the top.
1. the output video only has the frames with movement. The output result would be a short time lapse video.
2. there would be some way for me to jump to the video sections that have motion by determining how much motion is in the scene (maybe a histogram that represents movment). Then I could manually jump to and then clip the sections of interest.
3. the output video removes the fixed background and leaves the movement (background becomes white with objects moving in foreground). This would allow me to manually scan the video.
4. The outcome I'm not thinking about, something you think is ideal.
Challenges (extra points!):
1. Occasionally the wind is blowing creating movement in the vegetation. I'm not interested in capturing this movement so I need some type of threshold to ignore small movements.
2. Sometimes insects crawl on the lens or dogs move into the scene. I want to ignore them.
3. The on screen clock is constantly updating so it needs to be ignored too.
