I have a film and for me has the prefect aspect ratio which i don't no what it is , is there a program (for windows) that will when i load the movies in telling me the films aspect ratio???

And can i encode subs into .mp4 formate movies???

Do a search for Mediainfo, it will give you all sorts of info on your film.
