DVD -> Blu-Ray coversion guide?

There used to be a really good guide here (I thought it was sticky; apparently not) about converting DVD (MPEG2) material to Blu-Ray* (including de-interlacing, clean-up. etc). I can't for the life of me find it any more, though. I'd appreciate it if someone could point me to it again.

* Doesn't necessarily have to be Blu-Ray format; just 1080p, I meant.
