When in VirtualDub, I use both 1.8.8 and 1.9.9 and I edit the time line is there a way to change the frame rate? When It says move one frame forward at the bottom in the time line panel, It moves forward like 20 frames each press... can I change this to 1 frame each press?

Also I still use vdub because I can edit both audio and video at the same time and I enjoy being able to do that so if there is an alternative to this EXACT method I would love to hear about It.

Are you sure you are clicking the correct button? (maybe you're accidentally pressing the "move to next KEY frame" button?)
Try using the keyboard... left and right arrows.

Yea that is my fault was in a rush for some sort of help, I meant the time line as you can see It jumps is there a way to change the amount of milliseconds? Reason I ask is because when I cut off certain parts I have a frame left over and I can't remove It as It seems to be in between frames, so to speak.

1st, thing I want help with is to know if It is possible to lower the milliseconds in the time line?

I wanted to also add my experiences with Vdub and what I have encountered to be problematic, importing or the use of .avs scripts this varies but while opening the .avs scripts and adding them to the jobs list is very handy for me, after 3 .avs "open/imports to job list" I get an error message:

and I am stuck doing them one at a time or two at a time, this doesn't work for me can I fix this error to where I can add unlimited amounts of .avs's to the joblst?

Also It seems MSU has really screwed us on there MSU logo Remover filter I could have made use of It if It too could maintain It's settings when added to the jobs list, try these errors out I bet you get the same problems.
