Could we then use significantly lower bitrate ?

Actually, having more than 3 pass usually isn't worth it.

And if you reduce the bitrate and increase the number of passes, the image quality will look similar to one pass with normal bitrate.

This depends on the target bitrate.
There is no use of making severeal passes when using (very) high bitrate. If you have a sustained bitrate over 2 Mbit/s then there will be no real gain using VBR4 or VBR5 at all.
I have used VBR 5 when I made a long movie on one CD which gave a very low bitrate (700kbit/s). In that case I had tried VBR 4 and I could see a difference. -Linux-


I do realize this is not the cookbook recipe you might be looking for, but there are too many variables to give one direct answer.
In general, the answer to your third question is "yes", however I don't think 700kb/s is the way to go.

I made some tests, and agree that no sense to go over 3 pass.
If bitrate is too low for certain material no use from many passes.

700 kb/s ??? Maybe for some very still movies...
