How to get an NTSC source from 29.97 ->23.976

I have a source that was recorded off of a VCR that is NTSC.

So I ran a deinterlacer, but not inverse telecine because it's not a movie (right?)

But I want to go to 23.976 to give some more room for the video (the quality looked pretty shitty with 29.97) I THINK I have to use the decimate frames feature in vdub, but I don't know which option to select.

If that's not how, does anyone know how to accomplish this?

The GreedyHMA Avisynth filter can deinterlace and decimate to 23.976 at the same time, most likely with the parm string

GreedyHMA(1,0,3,0,0,0,0,0)

Though if that was not really the original frame rate you might end up with slightly juddery motion.

I've given up on trying to lower the framerate.

I'm trying to encode 85 min video full screen (not wide screen) in 700mb. Tough job especially since it's a TV source not movie source so it's at 29.97 fps.

Basically I have 4 40 min videos that I want to fit on 2 cd's, because 1 40 min on 4 cd's seems like a waste of a good codec.
