Greetings, how do I instruct x264 to don't produce more than given bitrate, while preserving --crf mode, giving --vbv-maxrate switches to VBV mode and disables CRF, or is it another switch?

Using --vbv-maxrate doesn't switch off crf. It doesn't do anything as long as bufsize isn't specified. Then again setting maxrate to a value doesn't guarantee that the bitrate won't spike above that value as long as the VBV constraints aren't violated.

Yep. You can safely use CRF and VBV together. Don't set unreasonable values though - i.e. CRF 18 + 2mbps maxrate and bufsize for high detail 1080p ;)
