With these GUIs they give you video options, which are PGCs?
1. what does PGC stand for and
2. Do i need to encode ALL of them to get the complete DVD?

PGC stands for Program Chain.
As a general rule, each program chain is a single playback item. So the main movie will be one PGC, each extra (trailer, featurette etc) will be another. It does get a little more complex with things like seamless branching but as a rule of thumb, the longest PGC on a movie DVD is the main feature. So for a movie-only encode this is all you need. For episodic DVD's of, say, a TV series, or if you want to encode all the extras on a movie DVD, you'd need to encode the lot.
