In the DVDs I saw 3 method for a VTS; Suppose in a VTS there are 3 VTSTs.

When I Creat new Ifo for Vob files, that is in form of 3 but I want to be in form of 1 or 2.
How I convert one of them to another with PgcEdit or IfoEdit (such Create IFO,...) and without compeletely reauthoring?

Rerip your originals, so the IFOs will match the preexistent VTS format. To change it you need [re]authoring.

Looks like you have 3 PGCs in a single title and want to get 3 titles each with single PGC. In DVDRemake highlight VTS Titles and right-click on Title 1 (which currently has 3 PGCs as chapters). Select 'Delete title with PGCs' and it will only keep the first PGC. Then use 'Add Titles' to create VTS titles for PGCs 2 and 3. Assign those PGCs to new titles. Register new titles in VMG Titles (that's for your 'type 1'). If your titles have cell/program structure, assign chapters to programs using 'Add chapters' from right-click menu of the VTS 'Titles' tab. Test (via 'export test DVD') and 'export modified files' [ifo's] for replacement.

I don't understand exactly what you want to do, but if it's only to put the whole content of a whole VTS in a single PGC, you can simply select any PGC of the VTST in PgcEdit, then go to Title -> New 'Play All' Title. PgcEdit will then analyse the VOB files and create a new title containing all cells of the VOBs. Of course, you will have to redirect the calls to the old title to the newly created title, then modify the pre/post/cell commands of the new DVD to suit your needs. Finally, you can easily remove the old titles if you wish (with DVD -> Delete Uncalled PGCs).
