You can't just take a low-resolution video and magically make it high quality. You can use filters to improve on the appearance to a certain extent, but even that depends on your perception alone. That means no one can know what will satisfy your eyes.

There's not a program that can just do it for you. If you aren't willing to spend many hours learning complicated filters and how they affect the video, you're out of luck.

You can make 720p videos fairly easily if you start with a 720p or better source.

I really don't have any idea what your talking about. Writing NORMAL in caps doesn't help at all to explain what you mean by it. "Not rendering real look like 720p" ???? wut.

Wouldn't be surprised if that meant a 1CD 640x288 video. Even getting it to look as good as a DVD will be nearly impossible, too much detail is gone. If it's a DVD converted into HQ, full-res xvid, then maybe the upscaling threads can get you there.
