how to convert 1080 mkv to 720p mkv ?

hi I want to convert 1080 mkv movies into 720p because size issue but at the same time I want loss less (best possible quality in this convertion) what I am trying to is 1080 movies have sizes over 10 gb I want to reduce them 720p to save in a dvd is it possible with less quality loss thank you in advance...
