player/converter to see the exact frame and time of the movie with preview support

i want a converter or video player which shows preview of the video along with the exact frame and time [time should be upto 3 decimal places]

i have used vdub/vdubmod and avidemux for the purpose but vdub does not support all formats and avidemux to is having problem with some codec and huge files

note: i dont want to encode but i want to see the exact time of the video with video preview on the screen

it will be very good if it has arrow keys support for next/previous frames as in avidemux
