TS/MPEG cutting without reencoding? which software do i need?

I would like the most efficient and easy to use

These are two constrains that concur only in exceptional cases.

So, either select a "smart cutter" (reencodes both ends, there's also a tool called this way) or accept inexact cuts.

firstly you didnt answer the question and i avoided rule 12 by saying efficiency ;)

For MPEG2's, try MPEG2Cut2.exe (Don't confuse with the older MPEG2Cut.exe)

You said most which is a superlative modifier, exactly like best (= most good :))

Secondly, I did answered the question (...there's also a tool called this way), now it was your turn to further define your question and/or pick up one of the three alternatives. I cannot choose for you.

MPEG2cut2 cuts at GOP marks, that can be at most a half a second accuracy and at worst 12 seconds (about the half of a commercial).
