For highest quality I want both on-pass options off right?

Just making sure because one of them is on by default and I wasn't sure if disabling them both meant 2 pass instead.

One-pass is never "on by default" -- but it can set by Automatic Mode when the bitrate is high enough. While one-pass CRF mode can sometimes be just as good as two-pass, generally speaking you will get the best quality with two pass.
