Strange Blocking Artifact on Blu-Ray

I have a poorly mastered Blu-Ray disk that seems to have blocks flickering on the screen. It has the look of dot crawl, but is static, not moving. Anyone have any ideas on how to remove it?

Take a look at the fence, it shows the most extreme case of the artifact. It also happens anywhere there is a dark line, including character's faces.

looks somewhat like HDCAM-SR splattage, just from the picture.

but surely that wouldn't be all the way through. that would mean the mastering tape machine or playback machine was completely buggered. someone would have had to watch it before they pressed it.

Yeah, those are almost certainly digital videotape dropouts.

Yup. I see that sometimes on MPEG-2 mezzanine files I get from studios, and always assumed it was due to the hardware MPEG-2 encoders they were using. However, it makes a lot more sense that it would come from a tape source :)

Oh the joys of tape! Granted, when the machines are taken care of and people take the time to do 100% QC there are no problems but geez.... :)
