x264 is not abiding vbvmaxrate

Hello.
I'm encoding videos for my smartphone. Commandline:--preset slower --tune film --profile baseline --crf 22 --level 2 --ref 1 --no-fast-pskip --vbv-bufsize 2000 --vbv-maxrate 2000 --merange 32 --weightp 2 --no-dct-decimate
Problem is that video is exceeding maximal bitrate and playback freezes in hi-motion scenes.

No, x264 is not exceeding VBV-maxrate. The definition of VBV-maxrate depends on the bufsize that you set. You didn't tell Mediainfo the bufsize, so it cannot possibly give you correct values for max bitrate.

Do a search; this question has been asked a thousand times before.
