in the past I have used DVDauthorGUI to mux the .mp2 (audio)and the .m2v (video) file. I used this pgm after I took a .mpg file and demuxed it with ProjectX giving me the .mp2, .m2v files. you can also add chapters and a menu. It is quite fast with a constant bitrate of about 6K. I have used DVDauthorGUI to process the 2 output files from CCE SP2

If you have a .avi of .mpg you can also use VSOavitoDVD, I used the basic free verion that authors the VIDEO_TS folder with all the DVD files.

My new method is to use Procoder3.
