I'm looking for encoder(software) to add User data with Active Format Description (AFD) in AVC/H.264. Maybe someone knows about such encoder?

Untested. Someone can add support to x264cli if they want.

This is from ETSI TS 101 154 V1.9.1 (2009-09) which has hardcoded Country codes and provider codes. Previous versions said use your country and your registered provider code.
