Question about 2-pass method

The settings (bitrate, max quantatizer, min quantatizer, ...) of first pass and second pass must be the same?

For example, make the firts pass with a bitrate of 2000 and the second pass with a bitrate of 1500.

I use XMpeg4.2a and DivX 4.12
