The latest version of aoTuV (2010-05-16) is out. You can download it Here. (http://www.geocities.jp/aoyoume/aotuv/test.html) It is based on Xiph.Org's libVorbis 1.3.1
You can use this command to encode:
venc.exe -q1 "c:\input.wav" "c:\outout.ogg"
Where "q" is between -2 to 1

I find it pretty useless since it's only a test version for low bitrates. I use q3 for my lossy audio encoding.

This may be a lot more interesting with WebM. I think it will increase Vorbis's popularity a bit!
