Need a capture card that I can connect my video card DVI or HDMI output and capture FRAPS like quality video on another PC, so as to not slow down the gameplay on the PC outputing the video.

A capture card cannot slowdown the video output of another one.

There are lots of, like Blackmagic, ASUS, Thomson/Canopus/Grass Valley, and so on.

Why don't you trust google?:p

Normally people don't test these cards with capturing a PC output. They are testing capturing camcorder captures.

I need somebody with first hand experience to recommend me on, preferrably not over $200.

There is only one card. Blackmagic Intensity Pro. Make sure your PC is set to 1280x720 and you should be OK.

how about 1920x1080 ?

Nope, sorry. Unless your graphics card can output 1080i.

Yes (good luck on finding out how to turn it on, custom drivers maybe??)

look here http://www.epiphan.com/ they have all kind of vga/dvi capture devices. But the good ones are expensive :(
