What exactly is TSUNAMI CCE PATCHER?

Hi all, a little question here...looking around i've found CCE patcher by TSUNAMI, but the readme is partially written in german and i didn't understand very well what this patcher do. Anyway it seems to me that it can (among other things) dinamically change intra/non-intra matrix on CCE (IT SEEMS FOR ALL CCE VERSIONS), is there anybody that use this "patcher" that can confirm this or (better) explain me what exactly the prog does? (for example step-by-step what to do for change these matrix).

I use it to disable the crc checking.
and the intra thing, just change to the one you want to use and patch
