I made a new DVD with PgcEdit using a new motion menu using the guide (step 24) at :
http://forum.doom9.org/showthread.php?t=99306
It works OK except for one odd behaviour.
Using the software viewer or on a standalone player, the highlighted button (either one ), will flash once as the menu reaches the end of it's nominal running time (9 seconds).
I checked the cell still time is 0 and cell command is 1
The motion re-starts immediately after the flash and the behaviour repeats.

It is normal that the button highlight disappears when the player jumps back to the beginning of the cell. It should reappear when the playback restarts. All players do that, but some players are slower than others. It's why it is not a good idea to do very short motion menus.

Is it your problem, or do you mean that the button highlight vanishes during the playback of the cell, and reappears briefly near the end?
