Add User data with Active Format Description (AFD)

Did somebody know how to add User data with Active Format Description (AFD) in MPEG -4 AVC/H.264.

It is for USA, I need info about UK and PAL system :)

It's the same thing. (note the DTG1 identifier, which is the UK DTG group)

Thanks, maybe someone know a tool can do it but no hex editor:)(I check out many of them)
