mencoder xvidencopts and vbv ?

I'm working to integrate xvid creation into Hybrid and my main problem is there seems to be no up-to-date overview what options are available via xvidencopts. :(

Googling for command lines did help a bit, but I'm still confused and don't know how to set VBV restrictions with mencoder and xvidencopts.

So if any one knows if it is possible to restrict vbv with mencoder&xvidencopts please post. :)
