After a long time of trying to find out the best way to capture from TV, I'd finally like to share my experience with you.
I'm using a WinTV card, and I always had problems with too much noise in the capture. Using the default settings of 128 for each of the brightness, contrast, and saturation values turned out in a too bright picture having too much noise. Amazingly I could reduce the noise and the picture quality using slight changes to the defaults:
120 brightness
128 contrast (unchanged)
132 saturation
Using Donald Graft's scriptable version of the Dynamic Noise Reduction as the only noise filter I could get rid of most of the remaining noise. I resized AFTER the denoiser to 640x... using Precise Bicubic, which improved the image quality again (because of its denoising while sharpening effect).
Last I'd like to mention that I dropped the smart smoother, temporal smoother, and temporal cleaner filters I used before; the results were much worse. I simply lost too much detail.
