Region question

Hi all,
I live in Europe and i have a client who has HD material in 29.97fps.
If i create a region B blu-ray disc in 29.97, will it play correctly in european players and TVs?

Or in general, does BDs have the limitation that DVDs had or they can playback NTSC and PAL fps no matter where you are?

Usually PAL users can play both PAL and NTSC... NTSC users cannot play PAL content in most cases.
